[Zlib-devel] update for zlib 1.2.3.9 - project and assembly code

basically, for x86, there is only one "today" assembly code for x86 32 bits
(from pentium pro to current cpu) and another for x86 64 bits
the pentium/586 version is deprecated...

Debian does not use this code.  The additional benefit of building
versions for all the CPUs seems questionable, especially given that many
of the implementations predate several generations of compilers and
revisions of the core algorithms, and there's no desire to have to
provide long term security support for multiple x86 assembler
implementations in addition to the C version.
