Yes, but I belivie a lot have it, just waiting to be used, besides  - it is
a free tool, complete with an optimizing compiler, prefast and other tools.
I think you will need the Team ed of VS 2005 to get prefast in the
environment. Furthermore, right now the DDK is downloadable as part of the
Vista Kernel-Mode Driver Framework beta:
