Thank you Jerker - this is a very interesting reference!

However, this particular thread ([whisper] rather than libtool,	what about a
pkgconfig descriptor?) - happened to be a unix community issue ;-)  I've
retitled the subject above; the concern would be folks needing to obtain the
DDK instead of running with their modern VisualStudio (already includes the
compiler/linker/make etc.)  But that said; I'm not -1... if I have some
cycles to explore, I'll report back.  Very cool.
