[Zlib-devel] scan_tree & send_tree in trees.c do not follow RFC1951 page 14 guidelines

I forgot to mention that this modification effectively produces smaller real world files, for instance (…p.gz file produced with modified trees.c):

100000000 enwik8
 36548933 enwik8.gz
 36548920 enwik8p.gz

In enwik8 28 out of 1290 blocks have been reduced. The gains are limited but cost nearly zero in CPU use.
