IIRC, the original idea was running ldconfig only when no DESTDIR
is set. That is what I call the non-standard behaviour.

We're still talking about the plain ldconfig call which the
current zlib Makefile does ? ;-o

BTW: zlib makefile also creates the symlinks on its own, so no
ldconfig run is necessary.
