I believe Ed Gordon replied offlist, but in any case, yes, the bug-
submission page still works.

A new web-based forum has been set up, but it's not yet public pending
participation of at least a few of the core developers. :-/  I haven't
been on the internal list for at least a year or three, so I don't
really know what's going on, but my impression from the outside is
that the project is on terminal life-support.  I think the decision
by the current developers to keep most development internal is largely
to blame for that, but it's also a very mature (i.e., "less interesting")
project, and there are at least a couple other alternatives competing
for user/developer interest.
