No, definitely not.  The only reason zcrypt.zip is still available
separately is...um...maybe for old source distros--I think even Zip
2.3 was released recently enough that it includes the full crypt
sources.

Anyway, the key criterion of the 1/2000 BXA change was source code
on the Internet, and zlib certainly fits that.

Of course, note that we're talking only about the US here; I believe
France and some other countries have (had?) their own restrictions.
Then again, I haven't heard anyone complaining about Zip and UnZip
there, so maybe I'm out of date.
